The Naval Surface Warfare Center, Carderock Division, has a requirement to procure engineering and technical support services for naval vehicle structures and survivability research, development, test and evaluation(RDT&E). The contractor may be tasked to perform engineering and technical services in the following areas: Instrumentation installation support consisting of analysis of structural test instrumentation and support equipment installation requirements for laboratory facilities, field sites, and ships; Test and Evaluation (T&E) support consisting of determinations for structure/equipment/devices applicable to specific tests and develop designs for arrangements of all mechanical elements necessary to perform the tests such as rigging and support mechanisms, test beds, hydraulic jacks and attachments and load cells; System support consisting of providing analytical, maintenance, and material support to implement structures and T&E system logistic support plans; and Fabrication of Miscellaneous Test Items consisting of test items from drawings and plans furnished by NSWC-CD. Test items could range from special equipment installations to complex structures and foundations. Test items could be made from mild to HY steels, stainless steel, aluminum, as well as plastics and composites. This solicitation is a 100% Small Business Set-Aside. The period of performance shall be for 60 months with an estimated 223,000 total man-hours.
