and Development sources are sought for the Conformal Array Seeker
Technology (CAST) Program. The Advanced Guidance Division of the Wright
Laboratory Armament Directorate (WL/MNG) has a requirement for
developmental research on Conformal Array Seeker Technology applicable
for missile guidance. The Conformal Array Seeker Technology program
objectives will be to design, develop and demonstrate an electronically
steered conformal array antenna seeker breadboard applicable for
missile guidance. The breadboard should demonstrate an antenna system
that is conformal to the missile body, and yet give good performance
and coverage from the missile line-of-sight to at least 140 degrees or
better field of regard. The breadboard should demonstrate innovative
low cost technology for beamforming technique and beam steering
technique that would steer the beam within the field of regard. The
breadboard processor should be adequate to perform all the functions
necessary for the acquisition and tracking of targets. This program
will culminate with a demonstration of the breadboard seeker at Eglin
AFB Florida.Qualifications shall include, but are not limited to: 1)
Experience in electronically steered antenna technology, 2) Experience
with conformal array antenna technology, 3) Experience with RF seeker
operations and functionalities, such as searching, acquiring and
tracking targets, 4) Knowledge and understanding of beamforming and
beamsteering techniques and technology developments in industries, 5)
Evidence of competence in constructing radar systems and subsystems,
which includes signal processing and data processing hardware. The
program duration is expected to be approximately 42 months and extend
over the fiscal years FY 96 to FY 99. A single contract award is
anticipated. Research and Development Streamlined Contracting
Procedures (RDSCP) apply to this acquisition in accordance with DFARS
235.70. A standard request for proposal (RFP) will not be issued. The
complete solicitation, scheduled for release on or about 2 Aug 95, will
appear in a subsequent edition of the Commerce Business Daily. As such,
respondents to this notice must include complete address information to
the office indicated below in order to receive any supplemental

Responses to this synopsis must be received within 30 days from date of
publication. Respondents to this notice will not be notified of the
results of the evaluation of information submitted. This synopsis is
for information and planning purposes only, does not constitute an IFB
or RFP, and is not to be construed as a commitment by the government.
After statements of capability have been screened, a solicitation will
be issued to those prospective sources who, in the sole judgment of the
purchasing activity, have the potential of successfully fulfilling the
requirements of the planned contract. ( Potential RFP recipients will
be required to be export control certified, in accordance with DODD
5230.25, prior to receiving an RFP. Certification may be obtained

synopsis should state whether they are or are not a small business
concern or small disadvantaged business concern as defined in FAR
52.219-1 and FAR 52.219-2, respectively. The SIC code for this
acquisition is 8731, with a size standard of 500 employees. The Air
Force reserves the right to consider a small business set-aside based
on responses hereto. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. Potential
offerors should establish channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
