B -- SOURCES SOUGHT - CUSTOMER SERVICE IMPROVEMENT TEAM (CSIT) UNDER THE GOVERNMENT INFORMATION TECHNOLOGY SERVICES (GITS) POC Contact: Brian P. The Government Information Technology Services (GITS) working group of the Federal Government s National Information Infrastructure (NII) Information Infrastructure Task Force (IITF) has established the Customer Service Improvement Team (CSIT) as a committee of representatives from service-oriented Federal Departments and Agencies. A working group of the CSIT has defined the vision for the government service sector use of information technology (IT) as One stop shopping for all government services and benefits made possible through effective, efficient application of IT. In the spirit of the NPR, this working group is tasked to team with the IT industry to explore means by which the Government can energize private sector investment in developing advanced technologies that will meet the government service sector s IT vision in the 5-10 year timeframe. This announcement is the means by which this coordination is facilitated. Private sector responses to this notice will be incorporated into a Government Service Sector IT Strategic Plan and will be forwarded to NPR/IITF leadership for consideration/action. Private sector input to this process is critical to ensuring that the Strategic Plan defines how Government can better do business with industry. Government services fall under several broad categories including electronic commerce, multimedia communications and production, distance learning, intelligent information search, and electronic archiving. Information technologies considered critical by the Government service sector in providing advanced forms of customer service to the public in the future include: (1) Digital Signature - technologies that allow the verification/ authentication of the originator of electronic transactions/messages (2) Multilingual Access - technologies that facilitate delivery of service to customers in a language and dialect that can be understood by customers within the region (3) Access for the Physically Disadvantaged - technology to allow customers with physical disabilities equal access to information (4) Voice Recognition/Data entry - technologies that provide the ability for a customer to communicate over a telephone to a data base using the spoken word or character (5) Information Security - technologies that will protect customer privacy while allowing customer access to personal information (6) Ubiquity - technologies that allow all customers convenient access to government services in convenient formats. Information technology vendors are encouraged to identify means by which the Government energize private sector development in these technology areas. To assist interested private sector firms in better understanding the above requirements, the CSIT has produced a white paper which details these and additional requirements, and further describes the intent of the Strategic Plan. This paper is available by e-mail, and can be received by sending a request to CSITWG@cc.ims.disa.mil. Any responses to this announcement may additionally be sent to the above address. The CSIT is considering hosting an open meeting to present its vision of Government service requirements in the 5-10 year timeframe and describe the above requirements in more detail. Organizations responding to this announcement will be notified by letter if an open meeting is scheduled. Responders should include addresses and telephone numbers where they may be contacted. Firms are invited to send e-mail responses or information packets within 30 days of this notice. The Government is not soliciting proposals through this announcement; there are no plans to procure equipment/software at this time nor in the foreseeable future. (0137)
