(Site Code DODAAC) 17. 1. CONTRACT INFORMATION: (Refer to RFP Number
DACA01-95-R-0090) A-E services are required for site investigation,
planning, engineering studies, concept design, final design (option),
and construction phase services (option) for the subject project. The
design will be prepared in the metric system of measurement.
Construction cost estimates will be prepared in IBM-compatible personal
computers using Corps of Engineers' Computer Aided Cost estimating
system (M-CACES Gold) (software provided by Government) or similar
software. Final design phase drawings will be produced in a format
fully compatible with Microstation 32 Version 4.0.3 or higher. The
specifications will be provided in SPECSINTACT using Corps of Engineers
Military Construction Guide Specifications. The responses to design
review comments will be provided on Corps of Engineers Automated Review
Management System (ARMS). Construction phase services may include
preparation of operation and maintenance manuals and shop drawing
approval. This announcement is open to all businesses regardless of
size. A firm-fixed-price contract will be negotiated. The Contract is
anticipated to be awarded in October 1995. If a large business is
selected for this contract, it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan for that part of the work it
intends to subcontract. The subcontracting goals for this contract
consist of a minimum 60% of the contractor's intended subcontract
amount to be placed with small businesses (SB), including small
disadvantaged businesses (SDB), and 7% to be placed with SDB. The
subcontracting plan is not required with this submittal. 2. PROJECT
INFORMATION: This contract will provide for the design of an ambulatory
health care clinic of approximately 200,000 gross SF to provide full
outpatient services with ambulatory surgery and dental care. Supporting
facilities include water, sewer, natural drainage, communication and
information systems, and general site improvements. The project will
include the option for the AE to provide the site survey, subsurface
investigation, geotechnical report, and related documentation. Project
will include demolition of World War II vintage buildings and the
existing on site hospital. Project will be designed in accordance with:
MIL-HDBK-1191, DoD Medical and Dental Treatment Facilities Design,
Construction Criteria and Uniform Federal Accessibility Standards
(UFAS), and Americans with Disabilities Act Accessibility Guidelines
(ADAAG). The design of the demolition of existing facilities may
include asbestos testing and preparation of plans, specifications, cost
estimate and all other documentation necessary to contract the removal
of asbestos and asbestos related construction materials (it will not
be possible for the Government to indemnify the selected firm against
liability claims connected with asbestos), and the design for the
removal and disposal of lead base paint. 3. SELECTION CRITERIA: See
Note 24 for general selection process. The selection criteria are
listed below in descending order of importance (first by major
criterion and then by each sub-criterion). Criteria ''a'' through ''e''
are primary. Criteria ''f'' through ''g'' are secondary and will only
be used as ''tie-breakers'' between technically equal firms. a.
Specialized experience and technical competence of the firm and
consultants in: (1) Design of medical and dental outpatient facilities.
(2) Award winning aesthetic architectural designs. (3) Life safety and
fire protection design of medical facilities. (4) Geotechnical design
including field investigations, sampling, laboratory testing,
foundation design analysis, and report preparation. (5) Design in the
metric system of measurement. (6) Use of automated design systems
described above (M-CACES Gold, CADD, SPECSINTACT, and ARMS). (7)
Surveying, testing, quantifying and preparation of plans and
specifications for removal and disposal of asbestos and lead based
paint. (8) Surveying personnel familiar with detail topographic
surveying. b. qualified professional personnel in the following key
disciplines: project management; medical facility planning; registered
professionals in the following disciplines - Architecture, mechanical,
electrical, fire protection, structural, civil, and geotechnical
engineering. Other qualified disciplines required: communication
engineering; cost estimating; certified industrial hygienist; medical
equipment planning; interior design (NCIDQ certification or
professional registration in interior design or architecture, and
evidence of experience by both the firm and key personnel in
comprehensive interior design, including space planning, prewired
workstations, furniture specifications, and knowledge of the
acquisition process including applicable FAR and funding limitations);
Registered Land Surveyor in Alabama. The evaluation will consider
education, training, registration, overall and relevant experience, and
longevity with the firm. c. Experience producing quality designs based
on an evaluation of a firms' design quality management plan (DQMP).
The DQMP should include an organization chart and briefly address
management approach, team organization, quality control procedures,
cost control, value engineering, coordination of inhouse disciplines
and subcontractors, and prior experience of the prime firm and any
significant consultants on similar projects. d. Capacity to complete
the concept design (35 percent) by Jun 96 and the final design by Jun
97. The evaluation will consider the experience of the firm and any
consultants in similar size projects, and the availability of an
adequate number of personnel in key disciplines. e. Past performance on
DoD and other contracts with respect to quality of work, cost control,
and compliance with performance schedules. f. Extent of participation
of small businesses, small disadvantaged businesses, historically
black colleges and universities, and minority institutions in the
proposed contract team, measured as a percentage of the total estimated
effort. g. Volume of DoD contract awards in the last 12 months as
described in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for
general submission requirements. Interested firms having the
capabilities to perform this work must submit their SF 255 and SF 254
for the prime and SF254 for each consultants. The 11/92 edition of the
forms must be used, and may be obtained from the Government Printing
Office. These must be received in the Mobile District Office, 109 St.
Joseph St., ATTN: CESAM-EN-MN, Mobile, AL 36602-0001 not later than
close of business on the 30th day after the date of publication of this
solicitation in the Commerce Business Daily. If the 30th day is a
Saturday, Sunday, or Federal holiday, the deadline is the close of
business on the next business day. Include ACASS number in Block 3b. In
SF255, block 7, list specific project experience for key team members
and indicate the team members role on each listed project (project
manager, architect, design engineer, etc.). In SF255, block 10, provide
the DQMP and the names and telephones numbers of clients as references
on three most recent, nonmilitary, medical facility signs. A project
specific design quality control plan must be prepared and approved by
the Government as a condition of contract award, but is not required
with this submission. Short listed firms may be requested to submit up
to 5 additional copies. Solicitation packages are not provided. This
is not a request for proposal. As required by acquisition regulations,
interviews for the purpose of discussing prospective contractors'
qualifications for the contracts will be conducted only for those firms
