The USPHS, Indian Health Service, Headquarters West, Alcohol and Substance Abuse Program, Albuquerque, New Mexico, intends to enter into a sole source contract to provide technical assistance to enhance the Chemical Dependency Management Information System (CDMIS) to Version 4 pursuant to 41 USC 253 (c) (1), FAR 6.302-1, Only One Responsible Supplier Will Satisfy Agency Requirements. The National Indian Health Service (IHS) Alcohol and Substance Abuse Program Branch (ASAPB), Area Alcoholism Substances Program Offices and clinical staff of Area Alcohol and Substance Abuse (ASA) programs in an effort to provide accurate reporting of data require constant upgrading of software to meet current clinical needs. Alcoholism and Substance Abuse treatment and staff data information is utilized by field staff, tribes, tribal organizations, health care providers, public and private research and external medical staff to help evaluate the fight against alcoholism and substance abuse disease implications and to ensure that the goals of Healthy People 2000 are met. In a proactive effort to ensure the program quality and effectiveness, the program was also given the functional responsibility to provide cooperation, collaboration, and information sharing as a part of this Agency's technical and medical communications efforts. Under the Health Care Improvement Act and Healthy People 2000 goals, IHS is required to develop an initial set of guidelines, standards, performance measures, review criteria for preventive techniques, and patient care and treatment guidelines and standards to all providers of health care serviced by IHS. In order to carry out these objectives, it is necessary to develop consistent and common methods of data collection and information sharing. Scope of Work and Specific Tasks. Phase I: a) Designs, programs and tests CDMIS Version 4 applications, modules and enhancements to meet all Resource Patient Management System (RPMS) software standards and conventions. Documents and helps write operating, technical and user manuals for all work. b) Modifies and automates CDMIS Reports and Problem Code Lists. c) Develop unique report generator which includes Patient Care Components (PCC) link and CDMIS data items. d) Designs, programs, tests, and links CDMIS Version 4 reports in a network environment. Test of the link-up installation and implementation of the operating environment shall include but is not limited to standard naming and numbering conventions, software certification, systems verification, and data transmission formats, protocols, and content standards. As an expert programmer; Contractor independently develops, modifies, submits CDMIS Version 4 databases for verification and addresses and resolves problem as identified by the Verification Office through the verification process. a) Submit CDMIS Version 4 for Verification 4 for Verification. b) Trouble shoot with Area CDMIS Information System Coordinators (ISC) when technical problems occur for length of contract. Phase II: a) Designs, programs and tests CDMIS Version 4 applications, modules and enhancements to meet all RPMS software standards and conventions. Documents and helps write operating, technical and user manuals for all work. b) Modifies and automates CDMIS Problem Code List to communicate with the Mental Health/Social Services RPMS Package. Develops and automates a PCC Patient File to access PCC patient visited related files for all CDMIS and Mental Health/Social Services billable events. c) Designs, programs, tests, and links CDMIS Version 4 to Mental Health/Social Services package in a network environment. Test of link-up installation and implementation of the operating environment shall include but is not limited to standard naming and numbering conventions and generally accepted programming standards and conventions, software certification, systems verification, and data transmission formats, protocols, and content standards. Test of the link-up installation and implementation of the operating environment shall include but is not limited to standard naming and numbering conventions and generally accepted programming standards and conventions, software certification, systems verification, and data transmission formats, protocols, and content standards. As an expert programmer; Contractor independently develops, modifies, submits CDMIS Version 4 databases for verification and addresses and resolves problem as identified by the Verification Office through the verification process. a) Submit CDMIS Version 4 for Verification. b) Trouble shoot with Area CDMIS ISCs when technical problems occur for length of contract. Period of Performance: Base Requirements plus two options periods. Phase I - August 1, 1995 through October 31, 1995. Phase II - November 1, 1995 through February 12, 1996. Phase III - February 13, 1996 through May 31, 1996. This is not a notice of issuance of a format solicitation; however, interested concerns may submit a capabilities statement in sufficient technical information which demonstrates its ability to meet this requirement. This information will be considered only if clear and convincing evidence, including technical and pricing data, is provided and that interested concerns can meet the requirements of the Government and that it is advantageous for the Government to consider such a concern. Detailed capabilities statement must be submitted to the attention of Janice Arthur referencing solicitation number 242-95-0028. If no affirmative responses are received within 45 days from date of this synopsis is published, the Contracting Officer will proceed with this acquisition to Emory Don Enos. See Numbered Note 22.
