SHF Terminal Development Office which is part of the MILSATCOM
Terminal Program Office intends to award a contract to Stanford
Telecommunications, Inc. (STel) of 1221 Crossman Avenue, Sunnyvale, CA.
94088-3733 (Market Survey Synopsis entitled ''MARKET SURVEY Of
TECHNICAL CAPABILITIES TO UPDATE HARDWARE/SOFTWARE OF THE AN/FSC-97
SINGLE CHANNEL TRANSPONDER INJECTION SUBSYSTEM'', CBD Issue NO.
PSA-1108, 02 JUNE 1994). This contract will be to upgrade the
processing and frequency synthesis hardware and associated software of
the AN/FSC-97 Single Channel Transponder Injection Subsystem (SCTIS).
The SCTIS is operational and provides a critical command connectivity.
It provides the Joint Chiefs of Staff (JCS) and the Commanders in
Chiefs (CINCs) with an ability to transmit and receive jam resistant
Emergency Action Messages (EAMs) and Force Direction Messages (FDMs).
The EAMs and FDMs are passed through the SHF Defense Satellite
Communications System (DSCS) ground terminals to the Single Channel
Transponder (SCT) on the DSCS satellites. SCTIS is capable of
maintaining connectivity despite ionospheric disturbances caused by
nuclear detonations or jamming in the early trans-attack period. The
AN/FSC-97 SCTIS System, which was originally developed by Stanford
Telecommunications Inc. (STel) and has undergone major system
modifications by STel, contains no detailed product, process, or
material specifications. The Government has a limited level 3 Technical
Data Package. For the above mentioned reasons, the U.S. Air Force
intends to solicit only to Stanford Telecommunications Inc. (STel)
pursuant to FAR 6.302-1. All responsible sources may submit a proposal
which shall be considered by ESC/MC. Information, as outlined in the
Market Survey, shall be delivered to the MILSATCOM SHF Terminal
Development Office within fifteen (15) working days of this notice.
Non-US participation is subject to Headquarters USAF approval and
foreign contractors should be aware that restrictions may apply which
could preclude their participation. This NOCA does not constitute a
Request for Proposal (RFP) or an Invitation for Bid (IFB) and is not
intended to be construed as a commitment by ESC. Small, minority owned,
and disadvantaged businesses should identify themselves as such.
