reissuance of IFB-DAA-94-54 originally published in the CBD on
September 19, 1994. Bidders who previously requested a solicitation
under IFB-DAA-94-54 will automatically be sent a copy of the new
solicitation and need not reapply. Further, the preparation of the new
solicitation was based on the following: (1) Comments from various
bidders, and (2) Job Corps policy changes. The Department of Labor is
soliciting bids for a contract for off-center testing for drugs of
abuse on all Job Corps students to include: (1) Supplies (collection
containers, shipping materials, temperature strips); Overnight
transmission of urine specimens to the laboratory from each center
including site locations in Alaska, Hawaii, and Puerto Rico; (3)
Immunoassay screening of all specimens for five (5) drugs (marijuana,
cocaine, opiates, PCP, and amphetamines) with confirmation testing by
gas chromatography or mass spectrometry of all specimens that screen
positive for one or more drugs, i.e., confirmatory testing for each
drug that screens positive. (4) Secure and confidential electronic
(fax) transmission of individual test results and (5) On-site training
of center staff and technical assistance (specimen collection,
transmission, and reporting procedures) as needed and agreed to by the
lab and NHS. The period of performance will be twelve months from the
date of execution of contract with two 1-year options, at the
Government's discretion. It is anticipated that a firm-fixed price
contract will be awarded. IFB will be available approximately 15 days
after publication of this notice. Requests must be in writing and will
be answered on a first-come, first-served basis. Telephone or Fax
requests will not be honored. For requests made after the supply is
exhausted, the Contracting Officer may determine whether payment of a
fee is warranted. The fee will not exceed the actual cost of
duplication of the solicitation document. Bid opening date will be at
2:00 p.m. on July 14, 1995 local time in Washington, D.C. Requests must
cite IFB-DAA-95-35. To assure accurate and timely mailing, include two
self-addressed gummed labels. The proposed contract is a 100% small
