CONTRACT FOR ELMENDORF AFB, ALASKA SOL F65501-95-R0175 DUE 071395 POC

Officer, Capt John Hebert, (907)552-2772. Possible multiple award to
one or more Architect-Engineer firm. Architect-Engineer (A-E) firm with
multi-disciplinary capabilities for design and construction management
of Operations and Maintenance (O&M) projects for Air Force facilities
at Elmendorf AFB, Alaska. An Indefinite Delivery, Indefinite Quantity
contract with unlimited fees and individual work orders fees limited
to $299,000 is contemplated. Projects will generally be architectural
or structural in nature and will require a mix of architecture,
estimating, interior design, asbestos, hazardous and toxic waste
abatement, structural, civil, geotechnical, environmental, mechanical,
electrical and fire protection engineering for a varitey of typical
military facilities. Follow-on construction inspection services may be
required for selected projects. The A-E firm may also be called upon
to perform various professional studies with no contract document
preparation involved. A contract will be awarded to one or more of the
highest rated firms providing either all in-house resources or
providing project management control of a conbination of firms
organized to cover the broad spectrum of work. Significant evaluation
criteria for the A-E selection are: a. Availability of specialized
experience in O&M type design and construction management work. b.
Professional qualifications of design staff including type and quality
of projects the staff has been involved with in the past and the
ability of the staff to be creative and imaginative. c. Professional
capacity fo the firms design staff, key personnel and required
disciplines to accomplish the work within anticipated design schedules.
d. Past performance and familiarity with Department of Defense (DOD)
and Air Force projects of this type. e. Proximity of the firm to
Elmendorf AFB, AK. f. Volume of prior Department of Defense (DOD) work.
g. Capability to address the identification, qualification, estimating
and abatement design for asbestos and other hazardous, toxic waste
materials. h. Capability to provide drawings on magnetic disk in
digital format retrievable and manipulatable on government computer
equipment with government software. i. Experience with subarctic and
seismic conditions common to Alaska. Title I, Title II and other A-E
Services are required. An Indefinite Delivery, Indefinite Quantity
contract is contemplated with a performance period of one-year to begin
upon award of the contract, and with one additional option year at the
discretion of the Air Force. All responses to this notice must be
received 13 Jul 95, to be considered for selection and must include a
SF 255 Architect-Engineer and Related Service Questionaire for specific
