R -- SOURCES SOUGHT FOR AN EXISTING MANAGEMENT INFORMATION SYSTEM TO SUPPORT THE USCG RESEARCH AND DEVELOPMENT TEST AND EVALUATION PROGRAM SOL DTCG39-95-R-E00324 DUE 062395 POC Contact Cathy Harrington, Contract Specialist, 203-444-8242, David Ziemba, Contracting Officer, 203-444-8242, FAX 203-444-8299 The U.S. Coast Guard Research & Development Center (R&DC) is interested in identifying existing information systems (IS) that could be used to store information about Strategic Plans, Long Range Plans, multi-year budgets and Coast Guard program office requests and R&DC proposals for new R&D projects. The basic information stored in the IS will be the planned and on-going R&D projects. The projects may range from single year in-house efforts to multi-year, multi-contractor efforts. Project information will include financial and personnel resources, planned and actual milestones and deliverables and links to Coast Guard Program goals and strategic objectives. The IS will be used to collect and provide accurate, complete and timely information for decision-making and monitoring of the Coast Guard Research and Development Program. The IS is expected to be a set of tools that are integrated to perform functions such as project and document management, status of milestones and deliverables, funding, expenditures and resource tracking. It should also support, automate and store information necessary to build, modify and execute a budget. The IS should be easily modifiable to meet the Coast Guard's needs, without the need for contractor assistance or licensing changes. The IS application is expected to be GOSIP and POSIX compliant and incorporate the use of SQL calls to a database. The IS should allow for consistent and easy access into a database. A Graphical User Interface (GUI) is mandatory and the IS must provide for both canned and ad hoc queries into a database. Sources are requested to submit a written statement of capabilities (SOC) describing their information systems. The SOC submitted may include demonstrations, brochures, technical reports or other supplemental literature that describes the features, performance and hardware/operating system requirements of their systems. Sources may submit information about stand-alone systems that could be a module of the IS application. Sources are requested to provide references including the name, address and telephone number of past and current customers utilizing their system(s). It is requested that all literature submited under this request be clearly marked as a response to this sources sought announcement.
