NAVY SOLICITS INDUSTRY COMMENTS ON SPECS & STANDARDS REFORM The Department of the Navy (DoN) is committed to accomplishing the goals of the Secretary of Defense policy on specifications and standards reform including the removal of barriers to integration of commercial and military industrial bases. Since the Secretary of Defense policy was issued in June 94, the DoN has taken an active role in establishing a performance-based solicitation process including reduction of the use of military specifications and standards. The DoN Acquisition Reform Office is interested in obtaining Industry feeback on their assessment of the effectiveness of the DoN implementation. Interested parties are requested to provide answers to the following questions to the Acquisition Reform Office address identified below: 1. Do you feel that DoN acquisition solicitations or Requests For Proposals are meeting the intent of the Secretary of Defense goal of removing barriers to integration of commercial and military industrial bases? If so, please provide favorable examples. If not, please provide additional information or examples. 2. What specific initiatives should be taken to improve the implementation of integrating the industrial bases? What changes in solicitations or contracts do you recommend for accomplishing industrial base integration? 3. Do you feel that more joint Industry/Government forums or conferences are needed, in addition to those that are already scheduled through Industry Associations and Professional Societies? If so, what do you recommend for improving the Industry/Government dialogue and dissemination of information? 4. What specifications and standards reform topics would you be interested in obtaining more information about in a joint Industry/Government forum, or in a separate Industry forum? Which type of forum do you prefer? The Navy's Acquisition Reform Office may seek further amplification of the recommendations or comments through follow-up discussions or meetings.
