consists of, but is not limited to the following: Install Government
Furnished Direction Finder (DF) Equipment including one 16' main
antenna and four target antennas. (2) Install 23' fiberglass pole
complete with lightning protection system. (3) Install antenna cable
junction rack complete with box, concrete piers and conduits. (4)
Clear, grub, grade, excavate and fill site for new DF facility. (5)
Install several boxes on the interior and exterior of the existing
Glide Slope building of runway 35. This includes associated conduit,
grounding and miscellaneous hardware. (6) Install required grounding
system and lightning protection system complete with material, devices
and hardware. (7) Install new crushed rock surfaced access road. (8)
Grade and resurface existing Glide Slope plot and access road. (9)
Trench and install all required power (AC and DC), signal and control
cables complete with terminations, enclosures, exterior PVC duct system
and precast concrete manholes. (10) Implement and maintain a quality
control plan to ensure contract compliance. Conduct all required tests
and checks to verify contract compliance and complete the Facility
Reference Data File (FRDF) information. (13) Furnish competent
surveying resources to accurately layout the DF system. (14) Establish
and maintain traffic control for public roadways. (15) Establish and
maintain safety plan for work within the Airport Operations Area. The
price range of this project is between $25,000 and $100,000. This
procurement is open to both large and small businesses. All responsible

Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to surety against losses. Loans are also available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
