Naval Surface Warfare Center, Carderock Division, Purchase Branch Philadelphia, intends to acquire through competitive negotiations two (2) Shipboard Viscosity Meters to Test Diesel Engine Lube Oil for Minesweeper Class Vessels - First Article Unit, plus twelve (12) Shipboard Viscosity Meters, upon successful completion of the First Article Test with an option of purchasing twelve (12) additional Shipboard Viscosity Meters. The completely automatic meter specified will permit kinematic viscosity values to be measured in the field, i.e. aboard ship. The oil data generated must be quickly and accurately produced in a mean measurement time of less than 10 minutes, with measurement accuracies approaching shore-based, laboratory testing. These accuracies must be equal or exceed plus or minus 2 percent of the true value as derived from the current, standardized, American Society for Testing and Materials (ASTM) method used in oil laboratory measurements, ASTM Method D-445. Reproducibility of the meter must be 1 percent or better. Verification of the accuracy and reproducibility of the device must be demonstrated by the vendor using statistical methods that are validated by test data.
