Naval Air Warfare Center Aircraft Division Lakehurst, (NAWCAD) is
requesting information of systems that can measure aircraft velocity
during landing approaches to shore based test runway at the Lakehurst
Test Site. The landing approach is a precursor to arrestment on
aircraft carrier style arresting gear based at the Lakehurst Test
Sites. Approach velocity is a critical parameter for both safety of
test and arresting gear performance evaluation. Technical Spec
Requirments are as follows: Cooperative Target (Aircraft) Corridor for
Velocity Measurement (Specified in Spherical Coordinates, referenced
from engagement point), Max Range: )=1.5 miles from engagement point
(over the CATS); Min Azimuth Angle: )=+/-5 degrees; Min Elevation
Angle: 0 to 5 degrees from engagement point along glide slope. Velocity
Measurement Specifications: Range: 40 to 250 Knots, Accuracy: +/-1
Knots. Instant of Engagement Definition - A velocity shall be reported
within 20 feet before the engagement point and shall be considered the
Engaging Velocity. A system that is economical, supportable, and easy
to use is preferred. Transponder based systems will be considered but
illuminating or convert sensing is preferred. Interested parties shall
