Officer, (703) 325-5028. ATTN: This procurement is to be made in
accordance with DFARS Subpart 235.70, Research and Development
Streamlined Contracting Procedures. Offerors are advised that a
conventional solicitation will NOT be issued but that the solicitation
will appear in a subsequent edition of the Commerce Business Daily
(CBD). The Defense Nuclear Agency (DNA) has a requirement to develop an
alternate method of detecting antineutrinos to include the construction
and testing of a prototype for incorporation into a portable
antineutrino detector. The contractor shall verify operation and
performance of preexisting equipment and reproduction of a
representative sample of previously obtained observational data in
order to validate theory and provide the basis for further development;
conduct experiments to determine the optimum design characteristics
including crystal size and composition, component configuration to
minimize electronic and mechanical noise, system sensitivity and
repeatability, and produce an optimal design for a prototype portable
detector; and, construct, test, and evaluate the protype's
construction, sensitivity, repeatability of results, applicability to
mission, and potential for further development. The basic contract
period of performance is twelve (12) months from contract award to
delivery of Camera Ready Copy of Final Report. The period of
performance including all options is fifty five (55) months from
contract award to delivery of Camera Ready Copy of Final Report.
Offerors must provide address information to the contract negotiator in

package and/or amendments are issued. A supplemental package for this
