Enforcement Administration (DEA) intends to contract with American
Medical Laboratories (AML), Fall Church, VA. for laboratory services.
AML will analyze industrial hygiene samples and blood and urine samples
from the DEA laboratory employees for chloroform, methylene chloride,
controlled substances, and other hazardous materials. The following
test will be conducted at a sensitivity level of 1-10 parts per billion
(PPB) for the drug levels, and 100-500 PPB for the chlorinated
solvents. These sensitivity levels fill require the use of an election
capture detector on a gas chromatograph spectrometer (GC-MS) a. Air
Samples for drug mixture from filter cassettes. (GC-MS) b. Wipe Samples
for drug mixtures (GC-MS). c. Analysis of characoal tubes for the
solvents. d. Gravimetric Analysis e. Metats by Atomic Absorption (AA).
Contractors are required to provide sufficient information that shall
demonstrate their capability to perform analysis of blood sample for
the following solvents at the indicated threshold using
chromatograph-mass spectrometry; solvents GC-MS (nanograms per milliter
(NG/ML); chlorinated solvents to include chloroform 1.0, methylene
chloride 1.0, aromatic hydrocarbon to include: benzene 1.0, toluene
1.0, xylene 1.0, aliphatic hydrocarbons to include: heptane 1.0 hexane
1.0 additional solvents to include: methyl ether ketone 1.0 and ether
1.0 contractor shall provide proof of accreditation by the National
Institute of Drug Abuse and Drug Enforcement Administration for
handling controlled substances. Contractor shall provide proof of
demonstrated capability in processing blood and urine, and shall
demonstrate procedures for forensic chain-of-custody sample control and
have a certified forensic toxicologist on staff. Capability statements
should also include the ability to analyze, collect specimens using
either emit or radioimmunoassay (RIA) at various levels of detection
with all positives confirmed using gas-chromatography-mass spectrometry
(GS-MS), also at various levels of detection. Contractor shall provide
proof of capability to perform analysis of urine samples for the
following drugs of abuse at various levels using emit: amphetamines,
cocaine and benzoylecgonine. Contractor shall provide proof of
capability to perform analysis of urine samples for the following drugs
of abuse at various level using radioimmunoassay (RAI): amphetamines,
cocaine and benzoylecgonine, phencyclidine, THC, opiates, methaqualone,
benzodiazephine and LSD. Contractor shall provide proof of capability
to perform analysis of urine samples for the following drugs of abuse
at various levels using gas-chromatography-mass-spectrometry (GC-MS)
amphetamines, cocaine and benzoylecgonine with 3 positive ions,
phencyclidine, THC, opiates, methaqualone, benzodiazopine and anabolic
steroids. AML is the only known source with procedures in place for
analyzing each type of sample at the required level sensitivity. This
acquisition with be pursued pn a sole source basis. All responsible
sources may submit a proposal which shall be considered by the agency.
