(202)690-5552 It is projected that the University of Maryland will be
designated to be the recipient of funding from a private charitable
organization to oversee a national demonstration initiative involving
consumer-directed models of personal assistance services for the aged
and disabled. Should they be so designated, the Department of Health
and Human Services intends to negotiate with the University of
Maryland, Center on Aging, Room 1240A, PERH Building, College Park, MD
20742, on a sole source basis under the authority of FAR 6.302-1 to
award a contract to provide an evaluation of Personal Assistance
Services (PAS) Cash and Counseling Demonstrations. Under this contract,
the University would provide intellectual leadership and technical
assistance in the design and implementation of consumer-directed models
to be demonstrated and evaluated, award planning and implementation
grants to states for specific demonstration projects, evaluate the
demonstrations, including a scientifically rigorous evaluation of cash
benefit approaches in two states and engage in educational and other
dissemination/clearinghouse functions. It is believed that the
University of Maryland, should they be designated as the recipient of
funding from a private source, is the only organization qualified to
successfully undertake and complete this project. The purpose of this
synopsis is to determine whether there may be other sources with
requisite qualifications to perform the work described above. Any
organization capable of conducting a national demonstration and
evaluation of consumer directed models of personal assistance and with
resources of approximately $5 million dollars to invest in such a
demonstration and evaluation should submit a statement of capabilities
with documentation supporting its ability to meet the Government's
requirements, including outside financial contributions, as described
above. No solicitation document is available. Capability statements
