R -- PARTICIPANT TRAINING SERVICES UNDER THE USAID/BRAZIL PROGRAM POC Margaret Kidd, Regional Contracting Officer, International Tel: 591-2-786445, Fax: 591-2-784939, La Paz, Bolivia In 1990 USAID/Brazil contracted the State University of New York (SUNY) under full and open competition procedures to provide participant training services in support of the USAID/Brazil program with funding provided under an AID/Washington project. Ongoing activities include the provision of long and short term participant training, in-country support for logistics, conferences, observational tours, and an in-country follow on program for returned participants. Although the services are scheduled to terminate on 09/30/95, AID/Washington has extended the central project and the availability of funding through 12/31/96. Due to the inherently related, follow-on nature of USAID's technical assistance requirements in Brazil, and given SUNY's established administrative and programmatic presence, the ongoing and continuous institutional training arrangements, SUNY's demonstrated success in carrying out the current program, and SUNY's cost sharing contract arrangement, USAID/Brazil has determined, in consultation with the Regional Contracting Officer at USAID/Bolivia, that SUNY is uniquely qualified to provide the additional level of effort now required. Award to any other source of the additional work for this 15 month period would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and could result in unacceptable delays in fulfilling USAID's requirements. USAID therefore intends to negotiate solely with SUNY under the applicable conditions at FAR 6.302-1 of only one responsible source.
