AND SOMERSWORTH, NH POST OFFICES SOL 082530-95-A-0064 DUE 062095 POC

States Postal Service, Facilities Service Office, 6 Griffin Road North,
Windsor, CT, 06006-0300, has issued Solicitation No. 082530-95-A-0064
for HVAC and miscellaneous improvements at the Dover (133 - 137
Washington Street), Durham (2 Madbury Road), and Somersworth (2 Elm
Street), NH postal facilities. Sealed offers are due Tuesday, June 20,
1995 no later than 4:00 p.m. THERE WILL BE NO PUBLIC OPENING OF THE
PROPOSALS AND THE RESULTS OF THE ADVERTISEMENT WILL NOT BE PUBLISHED
UNTIL AWARD OF THE PROJECT. Work shall be started within ten (10)
calendar days after receipt of the Notice to Proceed and completed
within one hundred twenty (120) calendar days. Award will be based on
the best combination of technical and price proposal. Each contractor
must complete and submit in a separate envelope as part of the
technical review two copies of ''Contractor's Qualification Form''. The
technical evaluation factors, in descending order of importance are:
project management, similar construction experience, ability to handle
phased/multiple projects, quality assurance/quality control, financial
capability and company organization. The technical proposal will
outweigh the price proposal. Any contractor submitting an incomplete
technical proposal will have their price proposal returned unopened.
The estimated cost of the work is between $650,000.00 and $850,000.00.
There will be a pre-proposal meeting at the Portsmouth, NH Mail
Processing and Distribution Center, 345 Heritage Avenue on Monday, June
12, 1995 at 10:00 a.m. Attendance is not mandatory but is strongly
recommended. Work includes but is not limited to renovation of the
heating and cooling systems at the three postal facilities noted.
Successful contractor must provide/maintain the cooling and heating
systems in the three facilities through construction completion. A
Proposal Guarantee is not required. Performance and Payment Bonds on
Postal Service forms will be required from the successful offeror.
Proposal documents and specifications may be purchased for $50.00 per
set from the Support Service Team, 6 Griffin Road North, Windsor, CT,
06006-0300. Make certified check or money order payable to Disbursing
Officer, U. S. Postal Service. Cash will not be accepted. (Charge
includes the cost of mailing.) Specifications may be inspected at the
issuing office and information regarding their availability may be
obtained by calling (203) 285-7188. Additional Notes to Offerors
follow: a) Contractor must make an offer on all three projects to be
considered a complete proposal. b) The Postal Service reserves the
right to make a single or multiple award that will result in the lowest
aggregate cost to the Postal Service. c) Contractor is responsible to
phase and coordinate all work as to minimize the disruption to the
ongoing postal operations and USPS tenants to the maximum extent
possible. d) The contractor is responsible for moving all USPS and
tenant equipment and furniture that is affected by the construction. e)
All asbestos containing materials found in these facilities and
affected by these projects will be removed by the USPS prior to the
