to procure, on a sole source basis, hardware to update the Coast Guard
Data Network (CGDN). The CGDN is a ''private'' packet switching
network based on the X.25 protocol standard. The equipment used in the
CGDN consists of Sprint Transport Protocol 3 (TP3) concentrators and
TP4 series packet switches owned by the Coast Guard. Sprint TP
equipment is the only known equipment compatible with the existing CGDN
TP software and is believed to be the only reasonable and cost
effective solution. The only alternative is to completely redesign the
existing network with new equipment. The proposed Indefinite
Delivery/Indefinite Quantity contract would be for the following
minimum quantities: (20) HSLPU-405 cards - this card is an X.25 port
card for the Sprint TP4855 and TP4228 switches; (3) APB Cards for the
TP3325 - this card is a 4 port protocol card for the TP3325
concentrators. The APB is a packet assembler/disassembler (PAD) that
encapsulates SNA, Async, 3270 and 3780 protocols for X.25 transmission;
(3) AEB Cards - this card is a 4 port extender used in conjunction with
the APB card in the TP3325 concentrator; (3) XEB Cards - this card is
an X.25 extender card that provides 4 ports in the TP3325 concentrator;
(12) TP3025 X.25 concentrators - this concentrator expands one X.25
circuit into 8 circuits.Other firms who can furnish this equipment are
invited to submit clear and convincing data substantiating their
capability to furnish the entire requirement. Vendors failing to
provide complete information for an accurate comparison will not be
