HCP-40-D, TEL: (202) 366 2044 The Federal Highway Administration (FHWA)
requires a study to be conducted that will identify the critical
variables associated with the driving performance of older drivers
during night driving. A literature review emphasizing night driving
performance, older driver factors, and roadway lighting variables will
be conducted. A panel will help determine the critical variables.
Lighting variable identification should focus on items such as lighting
amount and location, not lighting technology. Older driver attitudes
concerning night driving will also be explored to help understand why
older drivers choose whether to or not to drive at night, and identify
critical variables. The primary objective of this effort will be to
develop lighting guidelines emphasizing capabilities and requirements
of older drivers. Highway planners and engineers will use these
guidelines to place and design effective roadway lighting systems. As
a minimum, the contractor shall perform the following tasks: (A)
Identify Critical Variables, (B) Explore Older Driver Attitudes and
Habits Concerning Night Driving, (C) Design a Detailed Research Plan
for a Multi factor Field Experiment, (D) Complete a Field Study, (E)
Develop Lighting Recommendations and Guidelines for Increasing the
Safety and Mobility of Older Night Drivers, (F) Develop a Plan for
Evaluation of Recommendations and Guidelines, (G) Conduct Analyses of
Increased Night Driving by Older Drivers, (H) Present Results, (I)
Produce Working Papers on Tasks A through G for Government Review, and
(J) Prepare Draft and Final Project Reports. The Technical Proposal
for this effort shall be limited to 75 pages. All responsible sources
may submit a proposal which the FHWA shall consider. The requestor's
CEC or DUNS number should be included in the request. Requests for
copies of this solicitation must be made in writing to the above
address. No phone requests will be accepted for solicitations. To
expedite the request, please furnish two self-addressed gummed labels
for each solicitation requested. The solicitation number should appear
on the bottom edge of the labels. Availability of the solicitation is
limited and copies will be furnished on a first-come, first-served
