Minerals Management Service (MMS), has prepared Request for Comment
(RFC) No. 3786. The RFC consists of a draft statement of work for
planning purposes, as allowed by FAR 52.215-3. A Request for Proposal
has NOT been prepared at this time, nor is there any assurance or
obligation by the Government to do so. The statement of work describes
a potential air quality analysis study in the Breton National Wildlife
Refuge and Wilderness Area (BWA). The BWA is a Federal Class I area
composed of Breton Island and the Chandeleur Islands, located in the
Central Gulf of Mexico. This area has the potential to be impacted by
anthropogenic emissions from offshore and onshore activities. Written
comments will be invited regarding technical approach, resources
required, study scope, and any other pertinent suggestions. Entities
interested in receiving and reviewing the RFC may request a copy by
