Correction: Work to be accomplished is the update of existing 1986 Base Master Plan, Type ``A'' Services only. Work is to be performed for the Oregon Air National Guard, 142nd Fighter Squadron (FS), Portland Air National Guard Base, Portland, Oregon. Work to include all Area and Vicinity maps, Installation maps, Utility plans, Airfield maps, Real Estate/Property maps, Quantity Distance maps, Landscape maps, Short and Long Range plans and maps, a complete review and update of the comprehensive plan and Executive Summary. Evaluation criteria in descending order are: (1) Professional Qualifications necessary for satisfactory performance of required services; (2) Specialized Experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contract with Government agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location of general geographical area of the project and knowledge of the locality of the project; (6) Volume of Department of Defense (DoD) work previously awarded to the firm; (7) Key personnel availability. Final selection will include either a personal, or telephone interview. A firm-fixed price contract is contemplated. This is not a Request for Proposal (RFP). The Standard Form 254 (must be less than one year old), and a current Standard Form 255 are required for the principal firm and all consultants.
