668-3455. Provide all labor, material and equipment necessary to
perform routine drydock repairs to the USCGC Cheyenne (WLR 75405) and
100 ft. Barge. The vessel is Geographically Restricted to the Western
Rivers of the United States. The ''Western Rivers'' means the navigable
portions of Mississippi River and its tributaries above mile 0 of the
Lower Mississippi River. The major items which may be performed include
but are not limited to the following: 1. Welding repairs, 2. Invert and
rotate rubber push knees, 3. Preserve tender spud well, and Renew spud
well liners, 4. Preserve barge spud well and renew liners, 5. Remove,
inspect and reinstall tail shaft, 6. Remove, inspect, repair and
reinstall intermediate shaft, 7. Renew shaft, 8. Renew Water-Lubricated
shaft Bearings, Renew shaft sleeves, 10. Renew shaft strut barrel, 11.
Remove and reinstall propellers, 12. Perform minor repair and
reconditioning of propeller, 13. Remove, clean, inspect, and reinstall
steering assembly and hydraulic cylinder, 14. Remove, clean, inspect,
and reinstall flanking rudder assembly and hydraulic cylinder, 15.
Rebuild steering and flanking rudder stocks, 16. Renew steering and
flanking rudder lower bearing trunk, 17. Renew steering and flanking
rudder Upper bearing houding and upper bearing housing support, 18.
Clean and test grid coolers, 19. Overhaul, renew, and test valves, 20.
Inspect, Overhaul and test barge davits, 21. Renew air winch, 22.
Overhaul air winch, 22. Overhaul barge spud winches and capstan, 23.
Inspect, overhaul and test allied aton crane, 24. Test deck fittings,
25. Preserve tender and barge sea chests, sea chest strainer plates,
and grid cooler hull recesses, 26. Clean and inspect diesel fuel tanks,
27. Blast clean diesel fuel tanks, 28. Preserve barge ballast tanks,
29. Preserve underwater body, 30. Renew corrosion preventive zinc
anodes, 31. Ultrasonic testing, 32. Provide temporary logistics, 33.
routine drydcoking, 34. Replace ship service diesel generators and grid
coolers, 35. Diesel exhaust and boiler tailpipe modification, 36.
Upgrade engine room ventilation, 37. Upgrade power and lighting
systems, 38. Preserve shaft alley. Vessel's homeport is ST Louis, MO.
Vessel length is 75with a 100 ft. barge. Vessel availability schedule
is 18 Septemeber 1995 for 53 days. There will be a non-refundable
charge required in the form of a certified chech or money order made
payable to the U.S. Coast Guard in the amount of $100.00 for requested
U.S. Coast Guard specification reference drawings. The proposed
contract listed here is part of the Small Business Competitiveness
Demonstration Program and is open to both large and Small Businesses.
Plans and specficiations will be issued on or after 30 May 95. All
responsible sources may submit a bid which shall be considered by the

Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short term working capitol and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to $500,000
per contract to provide accounts receiving financing. The DOT Bonding
Assistance Program enable firms to apply for bid, perofmrance and
payment bonds to $500,000 per contract. DOT provides and 80 percent
