Balcom, 0231, (703)602-0737. The Policy Operations and Acquisition
Support Directorate of the Space and Naval Warfare Systems Command
(SPAWAR 10) has a requirement for contractor support to provide
management, research, and technical services for SPAWAR information
technology functions. SPAWAR 10's corporate responsibilities include
(1) defining and implementing the command's Corporate Information
Management (CIM) objectives coincident with Department of Defense (DoD)
guidance, (2) developing command policies and procedures associated
with information resource planning, life cycle management (LCM),
acquisition, budgeting, contracting, information system security and
overall resource management, (3) the day-to-day operation of the
backbone enterprise Local Area Network (LAN), (4) overseeing corporate
information technology operations throughout SPAWAR headquarters, and
(5) coordinating the preparation, presentation, and defense of all
SPAWAR non-tactical information technology budgets and programs.
Contractor support required as part of this effort includes (1) general
technical and management support, (2) network and client/server
support, (3) systems engineering and technical support, and (4)
training. A complete statement of work and technical data package are
included in the Request for Proposal (RFP). SPAWAR plans to fulfill
this support requirement through competition in the Small Business
Administration's 8(a) program. The Standard Industrial Classification
(SIC) code is 7376. The successful offeror must have or be able to
obtain certification of ''SECRET'' level personnel and facilities
clearances at the time of award. This effort is for U.S. companies
only. The RFP will be made available for downloading from the SPAWAR
Bulletin Board (BBS) on or about 15 days after publication of this CBD
synopsis. For purposes of downloading, the RFP file name is 95r61.zip.
Any RFP amendments issued will be labelled 95r61a.zip, 95r61b.zip, etc.
Interested parties should upload any questions to the RFP File Library.
The uploaded file must contain 95r61 plus three other characters of
your choice (i.e. 95r61sys.doc). This RFP is available only by dialing
into the SPAWAR BBS at phone (703)602-9494 and downloading the RFP
zipped file. Written or telephonic inquiries requesting copies of this
RFP will not be honored. The SPAWAR BBS is available 24 hours a day,
seven days a week, however, as the demand for this RFP may be heavy, it
might be necessary to call repeatedly or call during ''off'' hours. The
BBS operates at 14,400 BAUD with a setting of 8:N:1. The RFP text files
are in WordPerfect 6.0 and the data files are in PerForm Pro. NOTE:
After downloading and unzipping, read the ''READ ME'' file first for
additional information on the individual RFP files. The RFP files are
compressed by a shareware program,PKZIP 2.04G. To download the file,
prospective offerors will need (at a minimum) a PC or MAC with modem
emulation software that supports VT100 or ANSI standing, a modem that
operates between 300 bps - 14.4K bps, and a minimum of 1.5 MEG free

placed on the RFP's bidders list, all firms downloading the RFP file
are requested to complete the on-line questionnaire (if you have not
already done so) by supplying their firm's name and address with a
