the CBD is changed in its entirety to read as the subsequent narratives
now indicate. Furnish all plant, labor, equipment and material, and
perform all operations necessary to accomplish work consisting of, but
not limited to, exterior roof repairs and painting for all exposed
exterior surfaces. Surfaces shall include stucco, wood, and metal.
Specific items to be repaired and painted include plywood and stucco
panels, siding, flashings, gutters and downspouts, eaves, soffits,
doors, windows, window sills, porch framing, handrails, steps and
column bases. Also included within the Project Scope are repairs to
steel lintels, replacement of porch screens, cast-iron downspout boots
and exterior sealants. Lead containing paints have been identified and
shall be handled per the U.S. Department of Housing and Urban
Development (HUD) interim guidelines for the handling of lead-based
paints in Government and Indian housing. Magnitude of this project is
between $500,000.00 and $1,000,000.00. The proposed contract is
presently considered for 100% set-aside for Small Disadvantaged
Business (SDB) concerns. Interested SDB concerns who wish to be one of
the two respondents to cause the solicitation to remain 100% set-aside
for SDB concerns in accordance with Public Law and Federal Acquisition
Regulations should, as early as possible, but NLT 15 days after
publication of this notice, by providing to the Contracting Office
above evidence of capability to perform, bonding capacity, financial
assets or line of credit, work history and contact, affirmative
statement requesting set-aside action, and a positive statement of
eligibility as a small, socially and economically disadvantaged
business concern. Letters from sureties and banks attesting to
capability shall be current and not dated earlier than 90 days prior to
your response. Also, request that any responding SDB firms indicate
whether they are bidding as a prime or as a subcontractor. If adequate
interest is not received from SDB concerns, the solicitation will be
issued as unrestricted without further notice. Therefore, replies to
this notice are requested from all business concerns as well as from
SDB concerns. Firms that are not SDB shall indicate whether they are
women owned and if they are small or large businesses for
clarification. Firms should also indicate if they are interested as a
prime, subcontractor, or as a supplier. Only written requests for the
solicitation sent to the above address or via facsimile to 804-764-4071
will be honored and issued on a first come, first serve basis. A
limited number of solicitation packages are available. To avoid delays,
all requests must include a nine digit ZIP Code. Bid issue date is
tentative and bid opening date will be established in the solicitation.
