Pre-Solicitation: The Iowa National Guard wishes to contract for Upgrading the Base Utilities. The project will be located at the Iowa Air National Guard Base, Des Moines International Airport, Des Moines, Iowa. The work includes, but is not limited to, demolition of concrete pavement, excavation, removal and installation of storm and sanitary sewer lines, restoration of intakes and manholes, concrete placement, installation of oil-water separator and modifications to the gas lines. The estimated construction cost of this project is $100,000 to $250,000. The IFB packet will be issued under solicitation number DAHA13-95-B-0007. The estimated completion time is 180 days. Interested Small Disadvantaged Business should as early as possible, but not later than 15 calendar days after publication of this notice, indicate their interest in bidding as a prime or subcontractor for this project. SDB's should also provide evidence of their capability to perform this type of work including references for similar work with contract numbers, points of contact, and telephone numbers. In addition, SDB's should provide a positive statement of eligibility as a small socially and economically disadvantaged business concern and their current construction bonding capability (dollar amount). The contracting officer will utilize the information received to determine if this solicitation should be set-aside for Small Disadvantaged Business (SDB) or "UNRESTRICTED" without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status such as large business, small business, small disadvantaged business, or 8(a). The Standard Industrial Classification (SIC) Code is 1623. The applicable small business size standard including affiliates is no more than $17 Million average annual revenue for the previous three years.
