This acquisition is for the abandonment of 16 existing septic tanks and the installation of replacement septic tank/seepage pit wastewater disposal systems in the village of Hickiwan. There will be three seepage pits installed for each system. A minimum distance of 6.1 meters between any two pits must be maintained. An estimated 40 meters of test boring is proposed at approximately three sites (13.3 meters at each site). THIS IS A ``SOURCES SOUGHT'' NOTICE FOR 100 PERCENT INDIAN OWNED, CONTROLLED, AND OPERATED FIRMS. This acquisition is being considered for a potential 100 percent Buy Indian Set-A-Side. In accordance with the Public Health Service Acquisition Regulations (PHSAR) Paragraph 380.503(e), under an 100 percent Buy Indian Set-Aside, not more than 50 percent of the work to be performed under a prime contract awarded pursuant to the Buy Indian Act shall be subcontracted to other than Indian firms. For this purpose, the work to be performed does not include the provision of materials, supplies, or equipment. In order for an Indian firm to prove they meet the qualification's requirement of the Buy Indian Set-A-Side restriction, i.e., bidders who are currently certified by the Indian Health Service (IHS) or the Bureau of Indian Affairs (BIA) as an ``Indian Firm'' need to submit this certification (Tribal Affiliation and Degree of Indian Blood) with their submittal. Bidders who are NOT currently certified by IHS or BIA are required to submit proof of ownership and eligibility for Indian preference under the ``Buy Indian Act.'' Other similar work MAY be added to this contract as funds become available. The estimated magnitude is $50,000 to $200,000. Estimated contract period is 75 calendar days. Interested parties must submit to the Contracting Officer documentation of three years successful experience in installing and servicing septic systems and, in addition, the bidder shall have installed on at least three projects which are comparable to those required for this project and which have performed satisfactorily under conditions of normal use for a period of not less than one year. The Contracting Officer will consider specific expressions of interest in response to the notice as well as other information to determine if an 100 percent Buy Indian Set-A-Side is appropriate.
