A -- MISSION OPERATIONS AND DATA ANALYSIS FOR THE SOFT X-RAY TELESCOPE ON THE YOHKOH SATELLITE POC Contact M. R. Alexander, GP32-L, 205-544-8344/Contract Specialist, or Dan C. Mitchell, 205-544-0419/Contracting Officer NASA/MSFC intents to solicit and negotiate with only one source, Lockheed Missile and Space Company, pursuant to the authority of Federal Acquisition Regulation (FAR) 6.302-1 -- As a follow-on to Contract NAS8-37334 awarded under NASA Announcement of Opportunity Number OSSA-1-86 dated March 5, 1986, Dr. Loren Acton was selected as the Principal Investigator -- Dr. Acton and the approved Science Team will continue to provide operation support to the Soft X-Ray Telescope on the Japanese Yohkoh Satellite, participate in the scientific data reduction, perform scientific analysis on the data, publish scientific results, and prepare scientific data for the National Space Science Data Center (NSSDC) -- The operations support will be provided by the science team on rotational basic at the Institute of Space and Astronautical Sciences (ISAS) campus at Tokyo, Japan -- The principal investigator and the co-investigators located at Lockheed-Palo Alto, Stanford University, University of Hawaii, and the University of California-Berkeley will perform the scientific analyses -- This cost-plus-fixed-fee contract will be for a base effort and for two (2) options that will be exercised if the Yohkoh satellite and the Soft X-Ray Telescope are functioning at the start of the option period of performance -- The value of the effort, including options, is approximately $8,000,000 -- Transmission by fascimile to 205-544-9354 is acceptable -- Interested firms have fifteen (15) days from the publication date of the synopsis to submit their qualification/capabilities, along with a request for a copy of the solicitation -- Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis -- Responses received after the fifteen (15) days or without the required information will be considered nonresponsive to the synopsis and will not be considered -- Oral communications are not acceptable in response to this notice -- A determination by the Government not to compete this proposed contract on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government -- See Note 22.
