Detachment New London (NUWCDETNL) is tasked by NAVSEA to be both the
Life Cycle Maintenance (LCM) Activity and Technical Direction Agent
(TDA) for several surface ship sonar and ASW combat systems. These
responsibilities require that NUWCDETNL perform the tasks of
Configuration and Technical Data Management (CTDM) for a wide variety
of systems and facilities. The tasking shall include: maintaining and
updating data file records for CTDM's Configuration Management
Information System (CMIS); maintaining all existing CTDM CMIS support
software programs and their related documentation; maintaining all
existing CDTM Electronic Management Information System (EMIS) support
software programs; preparing a hardcopy configuration identification
baseline description catalog; attending Configuration Control Board
meetings; processing configuration change control documentation;
maintaining and updating documentation and software residing in the
technical data libraries; tracking, updating, cataloging, and
distributing changes in documentation and software; maintaining an
inventory all technical data; maintaining and updating a Technical Data
Library Access List, and maintaining and updating a TDM Disaster
Library Facility. The following labor categories will be utilized:
Program Manager, Systems Engineer Level 1, Computer Engineer Level 2,
Computer Programmer Analyst Level 3, Computer Programmer AnalystLevel
1, Electronic Technician Level 1, Configuration Management Technician
Level 2, Analyst Level 1, Library Technician Level 1, Technical
Writer/Editor, Clerk/Typist, and Computer Clerk, The Service Contract
Act shall apply. Offerors will be required to submit both technical and
cost proposals. The contract period will be for 60 months with the
total estimated level of effort of 260,100 manhours. Evaluation
criteria in descending order of importance are Technical Capability ad
Cost. Award will be made on Greatest Value. The incumbent contractor
