B -- INDUSTRIAL PREPAREDNESS PLANNING SOL Broad Agency Announcement SPO413-95-BAA01. The Defense General Supply Center (DGSC) manages and purchases many commercial or slightly modified commercial products. The objective is to develop unique and innovative approaches to maintain and/or expand the industrial base with sufficient surge capability to meet DOD requirements for certain defense items during mobilization or contingencies. The objective is currently obtained through innovative initiatives such as: (1) advance agreements with manufacturers and commercial users of these products whereby production capacity would be diverted to and from commercial efforts to meet decreased/increased government requirements (shared production); (2) advance manufacturing and inventory management techniques; (3) integration of commercial and military supply and distribution system. In addition, DGSC is seeking other new and creative concepts which have the potential for further development. These initiatives should improve the ability of the industrial base to respond to changes in customer demand and to effectively reduce the overall cost of maintaining that capability. Concept papers should address initiatives to meet our objective and should be no longer than 10 pages. This announcement closes 20 June 1995.
