C -- TITLE II SERVICES FOR SURVEILLANCE AND CONSTRUCTION MANAGEMENT OF MILITARY FAMILY HOUSING PROJECTS AT HICKAM AFB, HAWAII SOL F64605-95-R-0058 POC POC Ms. Grace Peacock, (808)449-6860 ext. 301. The Headquarters Air Force Center for Environmental Excellence (HQ AFCEE), Brooks AFB, (San Antonio), TX is seeking qualified firms to provide Architect-Engineer services under a Firm Fixed-Price contract for surveillance and construction management services for a FY 96 Improve Family Housing project, with an option for a FY 97 Improve Family Housing, Phase 2, project at Hickam AFB, Hawaii. The improvement projects consist of whole house renovations including enlargement and modernizing of units, new air conditioning, environmental abatement, and construction of utilities, roadwork, and sidewalks with possible construction of car ports, playgrounds and additional utility work. Project FY 96 includes 102 units with an additional 22 units possible, the option for project FY 97 phase 2 includes 68 units. A-E services shall include full-time, on site inspectors, including a project manager with an RA or PE certification. Services shall include, but not be limited to: Construction surveillance; review of submittals and shop drawings; review of contractor's schedule and pay requests; site visits; consultation services during construction; developement of daily and monthly construction reports; coordination between contractor, HQ AFCEE project manager, base civil engineering, and base contracting staff; development of modifications including cost estimates; and inspection and turnover of compelted facilities. Estimated time of construction award for the FY 96 projects is first quarter FY 96, with actual on-site work starting in second quarter FY 96, and construction duration of 18 months. The option for FY 97 phase 2 has an estimated time of construction award of first quarter FY 97, with actual onsite work starting in second quarter FY 97 and construction duration of 15 months. Firms that meet the requirements described in this announcement are invited to submit a letter of interest and completed Standard Forms 254/255. Submission of additional brochures is neither encouraged or desired. Submittals shall be limited to 50 pages, with each side of a printed page counting as a page. Selection of firms for negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Recent specialized experience and technical competence in performing work as described above; (2) Professional qualifications of the staff and consultants that will perform the actual work; (3) Professional capacity of the firm to perform the work in the required time; (4) Past performance history on both DoD and other contracts in terms of quality of work, cost control, and compliance with performance schedules; (5) Volume of work previously awarded to the firm by the DoD with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, and (6) Geographic proximity to Hickam AFB, Hawaii, provided there is an adequate number of qualified firms for consideration. Volume of DoD fees in the last 12 months shall be included in the submittal. Responses must be received before 4:00 PM, 30 calendar days from the date of this publication (first workday following a weekend or Federal Holiday) to be considered for selection.
