Cooper, Contracting Officer, 304-285-4160 The U.S.Department of Energy, Morgantown Energy Technology Center intends to award a sole source contract to Perkin-Elmer, for nonpersonal services to provide remedial maintenance, inspection, calibration, diagnostics, OEM required upgrades/spare parts, and on-call repair of Perkin-Elmer Laboratory Equipment. Authority 41 U.S.C 253(c)(1) and FAR 6.302. Justification: Supplies or Services required are available from only one responsible source. The equipment to be maintained includes: Data System W/Color Monitor, No. 7500; Printer, No. PR-210; Integrator LCI-100, IMB Mem Expansion; IEEE-488 Opt; Sigma 2000; Zeeman/5000; EDL for AA; 5 each Sigma 1/10's; 2400/A; Sigma 300; Sigma 15; Heater Ctrl; Gas Box Selector; TGS-2; System 4: HP-7440; TADS IFACE-X; 5 each LCI-100's; Sigma 2000; AD-4; FTIR 1720-X; GC-8500; GP-100 Ploit; FTIR-1750; 7300 Color; PP1/PTR/PLT; LC-235, Series 410; SEC-4; GC-8500; GP-100 Plot; LC-30 DET; LC-250/BIN; Sigma 300; OMEGA-2/3+; EPSON CLRVDU; GC-8500; Auto System; and 1020-X. This equipment is located at the Morgantown Energy Technology Center, Morgantown, WV. A Firm Fixed Price Contract is contemplated for a twelve (12) month base period and two (2) optional twelve (12) month periods. As the only Original Equipment Manufacturer (OEM), Perkin Elmer has the combination of the necessary technical data, special tooling, OEM Required Upgrades and Spare Parts, requisite skills, technical knowledge, and test equipment required to perform this work within the short time frames required for response to repair calls. This is a notice of intent and not a request for competitive proposals. However, any responsible source(s), capable of performing the required work are encourged to respond. Only written responses will receive consideration. Responses must convey clear and convincing documentation of advantages to the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bonifide capability of meeting this requirement.
