(310) 336-4335. The Defense Meteorological Satellite Program (DMSP)
office is seeking a qualified contractor capable of providing support
and services for the Special Sensor Microwave Imager (SSM/I). A Cost
Plus Award Fee contract is contemplated. The scope of the effort
encompasses comprehensive knowledge and capabilities, as each relates
to the SSM/I. Specifically, the effort required to perform this
contract will include: (a) Support of the Block 5D-2 Program at the
Sacramento Air Logistics Center (SM/ALC, McClellan AFB, CA), the DMSP
Spacecraft contractor facilities (Lockheed/Martin Astrospace,
Princeton, NJ), Vandenberg AFB, CA, Air Force Global Weather Central
(AFGWC, Offutt AFB, NE), the 6th Satellite Operations Squadron (6SOPS,
Offutt AFB, NE), Fairchild AFB, WA, Scott AFB, IL, Fleet Numerical
Meteorological and Oceanographic Center (FNMOC, Monterey, CA), and
those operational sites where the Mission Sensor Tactical Imaging
Computer (MISTIC) is deployed; (b) Provision of facilities for and
performance of maintenance and modification, reconfiguration, storage
and test of Government-owned SSM/I flight units as well as on-orbit
support for SSM/I evaluation and test, performing engineering analyses,
and developing, maintaining and upgrading documentation; (c)
Investigation, analysis, and resolution of SSM/I anomalies on-orbit or
prior to launch and performance of post-acceptance factory testing,
reactivation from storage and pad preference go/no go testing, shipment
of Government Furnished Equipment (GFE), integration of the SSM/I
payload, and the testing, checkout, repair, and handling of SSM/I
sensors and associated hardware at Vandenberg AFB, CA, and
Lockheed/Martin in support of pre-launch and launch operations,
including early-orbit operations at Offutt AFB, NE; (d) Maintenance and
documentation of Special Sensor Microwave Imager ground processing
software and associated documentation as well as review and comments of
associate contractor Engineering Change Proposals and impact
assessments; (e) Performance of systems engineering support to include
feasibility assessments and analysis of proposed changes and/or
modifications of the Block 5D system to determine their validity,
necessity, and adequacy with respect to mission requirements. The
period of performance for the proposed contract will be from 1 April 96
through 31 March 01 (Including annual fiscal year options) for a total
of sixty (60) months. This synopsis is for information and planning
purposes and does not constitute an Invitation for Bids (IFB) or
Request for Proposal (RFP). This will be a follow-on effort. The
current contractor is Hughes Information Technology Company, Hughes
Information Systems Division, Aurora, 16800 East CentreTech Parkway,
Aurora, CO 80011-9046. Request any firm to submit a written
notification of interest with a statement of capability evidencing its
ability to satisfy all requirements discussed above, within thirty
(30) days from the date of publication of this notice. Submit your
