Transatlantic Division (TAD) intends to negotiate and award an
indefinite-quantity, indefinite- delivery contract for expert services
to assist legal counsel in case preparation as outlined below. Initial
award is expected in June/July 1995 for an initial two year period and
will be extendable for additional years in one year increments.
Maximum amount per year will not exceed $125,000.00. Work increments
will be initiated by delivery orders on an as-required basis. The
services required may include the following: Network Analysis
System/Critical Path Method (NAS/CPM) analyses, reporting, expert
witness testimony and related legal preparation services for various
TAD construction projects. Perform NAS/CPM analyses of construction
projects and provide written reports of the analyses. Assist TAD in
preparing cases in claims, appeals, or Alternate Dispute Resolution
(ADR) proceedings which require analysis. Testify as an expert
Government witness at trials before the Armed Services Board of
Contract Appeals (ASBCA) and the Engineer Board of Contract Appeals
(ENGBCA) and at depositions. Assist TAD trial attorney in preparation
of pretrial, post-trial, and ADR documents. Significant evaluation
factors in order of importance are: (1) Expertise of the firm's
specifically named individuals who will be assigned to perform the work
in terms of formal education in the fields of network analysis and
project planning, prior experience doing NAS analysis for claims and
litigation, and acceptance by the various boards of contract appeals
and courts of those individuals' expert reports and expert testimony;
(2) Specific technology available to the firm (computers, plotters,
software, etc.) which will allow the firm to perform the work ordered
by the Government in the most expeditious and professionally acceptable
manner possible; and (3) Cost. This procurement action has been set
aside for exclusive small business participation. Interested parties
shall submit a letter or fax message containing the following
information: (1) Contractor's name, (2) complete address, (3) telephone
number and facsimile number, (4) CAGE code, (5) DUNS number or CEC
