POC MR. STEPHEN L. RIFFE, 703-784-5822. The Marine Corps Systems
Command, under the auspices of the Joint Services Small Arms Program
(JSSAP) office intends on issuing a Request for Proposal (RFP) on or
about 30 June 1995 for a Joint Service Combat Shotgun (CSG). The CSG
shall be a 12 gauge, semiautomatic, compact, lightweight weapon which
will replace the pump action shotguns currently in the inventories of
the U.S. Army, Navy, Air Force, Marine Corps, and Coast Guard.
Principal threshold (required) characteristics: (a) have a
semiautomatic operating system, (b) be capable of firing all 12 gauge,
standard 2.75'' ammunition and 3'' magnum ammunition without
adjustment to the operating system, (c) be equipped with a standard
load magazine with a minimum capacity of six standard 2.75'' rounds,
(d) overall length, with fixed stock and standard length barrel
assembly, NTE 41.75 inches, (e) weight, unloaded with fixed stock and
standard length barrel assembly, NTE 8.5 pounds, (f) have a maximum
effective range of 40 meters with the standard length barrel when
firing standard 2.75'' ''00'' buckshot ammunition, and 100 meters when
firing standard 2.75'' slug ammunition, (g) possess a service life of
10,000 rounds with standard stock and barrel assembly, (h) be
configured with either a folding (which locks in place) or modular
(replaceable without special tools) stock (modular stock will have both
standard and pistol grip configurations), (i) have a modular 14-inch
barrel assembly, (j) be designed so that all major openings are
protected to the maximum extent possible from environmental intrusions
of harsh climates, e.g. snow, sand, dust, etc., (k) have a durable,
corrosive-protection, non-reflective finish on all metal components,
(l) have a positive, ambidextrous safety which, when engaged, will
render the weapon incapable of unintentional discharge, (m) be
configured with low light level sighting system and a mounting rail
integral to the upper receiver which will allow for the attachment of
enhanced sighting systems such as the AN/PVS-4 Starlight Scope or
infrared aim lights, (n) have the capability to attach standard rifle
slings, (o) possess the inherent ruggedness to survive airborne and
seaborne insertion methods, (p) repeatedly fire 300 rounds without a
failure, (q) be constructed with non-metallic, polymer, or other
advanced materials with no zinc or wood components, (r) be capable of
being field stripped by a trained operator in 60 seconds without the
use of any special tools, (s) allow for normal preventive maintenance
to be performed by a trained operator without requiring any special
tools and using standard DOD lubricants and solvents, (t) be capable of
having the magazine unloaded without cycling cartridges through the
chamber, (u) have a reload feature which allows a trained operator to
reload 6 rounds in less than 15 seconds, (u) possess the capability to
exchange/replace parts/modules between like shotguns without hand
fitting of any parts, (v) possess the capability to mount the M7 and M9
bayonets. Selected objective (desirable) characteristics: (1) be
capable of firing all standard 3.5'' magnum ammunition without
adjustment to the operating system, (2) be equipped with a standard
load magazine with a minimum capacity of 12 2.75'' rounds, (3) weight,
unloaded with fixed stock and standard length barrel assembly, NTE 6
pounds, (4) have a maximum effective range with standard length barrel
of 50 meters when firing standard 2.75'' ''00'' buckshot ammunition,
and 125 meters with standard 2.75'' slug ammunition, (5) possess a
service life of 20,000 rounds with standard stock and barrel assembly,
(6) possess modular stocks replaceable by the operator without the use
of special tools, (7) be equipped with self-closing dust covers, (8) be
constructed with a steel alloy receiver and trigger mechanism, (9)
repeatedly fire 500 rounds without a failure, (10) be capable of being
field stripped by a trained operator in 30 seconds without the use of
any special tools, (11) have a reload feature which allows a trained
operator to reload 6 rounds in less than 10 seconds. All respondents to
this RFP will be required to submit nine (9) bid sample test items with
ancillary equipment and a repair parts package, at no cost to the
Government, for a Technical Feasibility Test and a written Cost and
Technical Proposal in support of the Government's source selection.
Upon completion of the source selection process, an award for 10
production units will be made to the Offeror whose product is
technically acceptable and offers the best overall value to the
Government. The 10 units will undergo Operational Testing and
Evaluation (OT&E), and based on the results of the OT&E, the Government
will make a decision to exercise the initial option for the manufacture
and delivery of 340 units. Additional options will be included in the
contract for the manufacture and delivery of approximately 4,475 units.
The Government will not be responsible for damages incurred to bid
sample test items. Request for solicitation shall be in writing. No
