Kordower, Contracting Officer. The United States Army
Communications-Electronics Command will issue a Request for Proposal
(RFP), on a sole source basis, to Litton Applied Technologies Division
for the AN/APR-39A(V)2 RSDS, the MK-2652 Test Adaptor Kit, Spare
Parts, Training, Software and Data for a period of five (5) years. A
basic quantity of 150 each RSDS systems is anticipated with an increase
option of approximately 1,500 units. The RSDS is designed to provide
early warning to aircraft pilots and crew. The RSDS is capable of
identifying the type of hostile radar weapon system. It provides visual
warning via an alphnumeric display and audible warning via a synthetic
voice capability. The soliciation will be issued via Electronic
Bulletin Board (EBB). Companies interested in subcontracting
opporunities are invited to access, operate, send and receive data from
the CECOM EBB System. To become a user of the EBB, you will need an
identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB System. This required hardware and software includes a computer, a
modem, a telephone line, communication software, wordprocessing
software and a printer. For printing downloaded files (after
decompressing), a fast, high resolution printer is advantageous. The
EBB itself is an IBM-compatible computer running commercial bulletin
board software. The EBB is equiped with Hayes Ultra 14.4 Baud Modems
that are capable of supporting other Hayes Compatible 14.4 Baud or
lower modems. Users' computers must be equipped with a Hayes Compatible
14.4 (or slower) modem. (Baud rates less that 2400 are not
recommended.) The EBB runs on MS-DOS operating system software. The
majority of files will be created and stored on the EBB in Microsoft's
Word for Windows format since this is the standard CECOM word
processing software. If a file is not in Word for Windows format, the
file will be in a rich text format or ACSII format - a format capable
of being imported into Word for Windows. While not required, a super
VGA monitor will better accommodate on-screen viewing of certain
solicitation documents. Detailed information regarding system
requirements is contained is the U.S. Army CECOM EBB User's Manual. A
User's Manual, Identification Code and Password will be issued upon
request in writing to either Mr. Thomas Newman or Mrs. Anita McGhee,

CECOM for issuance of Users' password, User ID and manual. All requests
