Federal Aviation Administration (FAA) is releasing the DRAFT WARP
Request for Proposal (RFP) for industry review and comment. The WARP is
the FAA's future en route weather processing and display system. The
FAA intends to replace the existing meteorologist weather processor
system with the WARP at all air route traffic control centers and the
air traffic control system command center. The FAA plans to procure
WARP as a full and open competition. The DRAFT WARP RFP will be
available for review and comment on May 24, 1995. The FAA plans to
issue the RFP solicitation in the summer of 1995; contract award is
planned for mid-1996. The technical evaluation will include an
Operational Capabilities Test (OCT) of Stage 0 systems and a Software
Capability Evaluation (SCE) of offerors' software process capability
per Sections L and M of the DRAFT WARP RFP (Sections L and M are not
included in this draft release). The DRAFT WARP RFP includes the DRAFT
WARP System Specification dated February 12, 1995. Previously
submitted industry comments need not be resubmitted.The DRAFT WARP RFP
will be provided in Microsoft Word 6.0. It will be available on the
Internet (on the Department of Transportation's main gopher server) at
the following location:

Potential offerors who download the DRAFT RFP from the Internet are
requested to send their complete mailing address, point of contact, and

DRAFT RFP may be requested via electronic mail by sending a message to
''warp@mail.hq.faa.gov'', the subject line should read exactly
''request for draft warp rfp''. The body of the message should include
a complete mailing address, point of contact, and phone number. The
DRAFT RFP will be sent by return electronic mail to the originator of
the message. Requests for the DRAFT RFP on 3.5 inch disks may be faxed
to (202) 554-0996, Attn: B. Doherty. Written requests should be sent

Washington D.C. 20591. Potential offerors should include their complete
mailing address, point of contact, and phone number. Telephone requests
