A -- LOGISTICS ANALYSIS TO IMPROVE DEPLOYABILITY (LOG-AID) POC Contact Point-Jay Carroll, (210) 536-6639, Jim Day (210) 536-5770 PKR-95-09. Sources are being sought in support of exploratory research and development planned by the Air Force Armstrong Laboratory, Logistics Research Division of the Armstrong Laboratory (AL/HRG), Wright-Patterson AFB, OH. Scientific capabilities are being sought to perform a requirements analysis of the Air Force's and sister services; deployment planning and execution process. The LOG-AID project's objective is to improve the Air Force's ability to deploy by investigation innovative processes and technologies that will improve wing level deployment planning and execution, reduce mobility footprint, reduce deployment response time, and use mobility resources more effectively and efficiently. Specifically, the objective of this requirements analysis is to: (1) identify strengths and shortfalls in the current deployment planning and execution processes and supporting systems, (2) apply business process reengineering priciples to improve the current deployment planning and execution processes, (3) define areas in which innovative technologies can provide order of magnitude improvements in effectiveness and efficiency, and (4) define a best case wing deployment planning and execution system for implementation at a test base (we will call this program Total ECLIPSE). Potential offerors must demonstrate experience in requirements analysis, benchmarking, business process reengineering, total quality management, military deployment planning and execution, and advanced information system application and integration. The period of performance for the anticipated contract is 24 months. A cost plus fixed fee (CPFF) contract is planned. A minimum industrial clearance of SECRET will be required. This program will use the Research and Development Streamlined Contracting Procedures as announced in the Federal Register, Volume 59, Number 200, Tuesday, October 18, 1994 which is now described in DFARS 235.7000. This announcement is not a request for proposal or announcement of solicitation. SIC Code 8731 has been assigned. Firms should indicate whether they are a woman-owned business. Additionally, information is required as to whether your firm is considered a small business. The general definition to be used to determine whether your firm is small is as follows: ''A small business concern is a concern that is independently owned and operated, is not dominant in the field of operation in which it is bidding on Government contracts, and with its affiliates the number of employees does not exceed 500 persons.'' '''Concerns' means any business entity organized for profit with a place of business located in the United States, including but not limited to an individual, partnership, corporation, joint ventures, association, or cooperation.'' The Air Force reserves the right to consider a small business set-aside based on responses hereto.
