The U.S. Agency for International Development, Morocco, plans to award
a completion-type contract for four years to provide technical
assistance, training, various studies and commodity procurement in
support of its Urban & Environmental Services Project. The contractor
will provide an expatriate chief of party (36 p/m), and local hire
urban planning/management specialist (45 p/m), and support staff; up to
100 p/m of short-term technical assistance (expatriate and Moroccan) on
subjects including to urban environment, shelter, urban planning,
housing finance; short-term training (approx. budget $600,000); and
commodity procurement (approx $1 million). The contract is in support
of a Housing Guaranty program relating to the upgrading of shelter
conditions of the urban poor, increasing the capacity of key Moroccan
institutions and improving environmental conditions in poor urban
areas. USAID encourages the participation to the maximum extent
possible of small business concerns, small disadvantaged businesses,
and women-owned small businesses in this activity as contractors or
subcontractors. In addition, prime contractors are required to set
aside no less than ten (10) percent of the total value of the award for
subcontracts with Gray amendment entities firms including women-owned,
historically black colleges and universities, U.S. colleges and
universities with forty (40) percent or more Hispanic American
students, and minority private voluntary organizations. It is
anticipated that the prime contractor will make maximum use of these
concerns. All other selection criteria being found equal, the
participation of such concerns may become a determining factor for
selection. Issuing date is anticipated to be o/a 4 June 1995 and
