obtaining the services of a Contractor, to operate, maintain, supervise
and direct the management of the Thurgood Marshall Federal Judiciary
Building (FJB) in accordance with methods normally associated with the
management, operation and maintenance of a first class commercial
office building in the central business district of Washington, DC. The
contractor's services shall include, without limitation, exercising
direct responsibility for the efficient and reliable operation of the
FJB's mechanical, electrical, plumbing and energy management programs,
on-going communications with tenants, supervision of custodial
services, coordination of security services for the FJB with the United
States Capitol Police, accounting for FJB operating expenses, and
maintenance of the structural and aesthetic integrity of the FJB. The
FJB shall be managed consistent with the latest edition of the
standards established by the Institute of Real Estate Management for a
