Undersea Warfare Center (NUWC) detachment New London has a requirement
for the design and fabrication of two types of submarine sonar
acoustic windows (one flat and one curved) for the High Frequency Array
and the WQC-2 Communications Transducer. These windows are located on
the sail of U.S. fleet submarines, and NUWC is interested in designs
which use materials and fabrication techniques which will provide new
and enhanced performance features. The contractor will be required to
address three design plans, addressed in the statement of work, in
their technical and cost proposal. After review of these proposals, the
government will select one of these designs which will be further
designed and fabricated under the contract. Performance requirements
for these window designs shall be in accordance with a Critical Item
Product Specifications (CIPS) which will be provided with the
solicitation. This CIPS is classified SECRET, and will only be sent to
those companies who have a SECRET-NOFORN facility security clearance.
The award of this contract will be evaluated on a Greatest Value
basis, with the technical design being the most important factor.
Company experience and resources will also be considered in this
evaluation. If the contractor lacks technical resources to adequately
address any of the technical requirements, corporate teaming is
encouraged. This will be a firm fixed price contract with a period of
performance of 450 days after contract award. This requirement is not
