The National Air Intelligence Center, Wright-Patterson Air Force Base, has a requirement for maintenance (updates and technical support) of FrameMaker Software. The Air Force intends to procure, on a sole source basis, the maintenance for 01 Oct 95 through 30 Sept 96 from Frame Technology, owners of the proprietary software. Solicitation will be issued approximately 01 July 95. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of concern.
