hereby issuing a Sources Sought Synopsis for Engineering Manufacturing
Development of the Wartime Medical Planning System (WARMED PS). A
Request For Information (RFI) was issued on 19 December 1994 for this
program; however this synopsis clarifies requirements not included in
that RFI. The WAR-MED PS will be an interactive, integrated collection
of stand-alone computer models and databases. The four Computer
Software Configuration Items (CSCIs) include the WAR-MED PS Database,
Casualty Care Model, Theater Model, and CONUS Model. The collection of
models and databases will allow USAF medical planners to evaluate the
effectiveness and capability of selected medical system options,
current USAF wartime medical training programs, and supply/equipment
tables of allowances. The system will support simulation of a broad
range of conflict intensities at the facility, installation and theater
levels of detail producing comprehensive, operationally significant
measure of effectiveness data. The algorithms, data, and models
required for the WAR-MED PS are mature and require little or no
additional development, and will be provided as GFI. The contractor
will be required to develop the user interface using Ada programming
language and Ada libraries for the database management. We are seeking
contractors who: (1) Possess a Maturity Rating on the Software
Engineering Institute's (SEI) Capability Maturity Model (Identify the
Rating you possess) (2) Demonstrate successful application of Computer
Aided Software Engineering (CASE) tools and Software Development
Environment tools (3) Possess knowledge of Ada programming language and
libraries (4) Demonstrate capability for Software Configuration
Management and Clear Accountability in Design Processes and (5) Is
experienced in the Application of MIL-STD-498, Software Development and
Documentation, and DOD-STD-1472, Human Engineering. A beneficial, but
not required, capability is experience in modeling and analysis as
applied to medical care systems. All interested contractors are
