Nuclear Regulatory Commission (NRC) requires technical assistance to
develop revised regulatory guidance to characterize the vibratory
ground motion used for nuclear power plant design. Vibratory ground
motion will take into account engineering characteristics needed to
consider linear and nonlinear design, liquefaction, secondary system
response, spatial variation, and other pertinent effects. The
contractor will (1) collect an earthquake strong ground motion time
history database for use in developing response spectra and analyses,
(2) develop recommendations for seismic design response spectra to be
used for nuclear power plants considering engineering characteristics
and different site and geographical conditions, and (3) develop
recommendations for minimum power spectral density requirements for the
proposed spectral shapes. These results will be included as technical
input by the NRC staff in its revision of Regulatory Guide 1.60
entitled, ''Design Response Spectra for Seismic Design of Nuclear Power
Plants'' (NRC, 1973) and associated standard review plan sections. The
proposed period of performance is 3 years. Proposals for this
requirement may be submitted by all concerns, i.e., large businesses,
small businesses, and small businesses owned and controlled by socially
and economically disadvantaged individuals. Notice to large busineses:
The subcontracting plan requirements of P.L. 95-507 are applicable to
this effort. Thus, all large businesses determined to be in the
competitive range must be prepared to submit a detailed subcontracting
plan. A source list comprising the names, addresses, and telephone
numbers of all concerns requesting a copy of the solicitation, with
large busineses identified by an asterisk, will be provided with the
solicitation. In order to identify large businesses on the list, a
request for the solicitation should indicate the size of the business
based upon a SIC code of 8999. The size standard for this solicitation
is average annual receipts for preceding three fiscal years not to
exceed $3.5 million. In order to allow small concerns sufficient time
to contact you for possible subcontracting opportunities, you are
encouraged to make your request for the solicitation prior to the
solicitation issuance date. A copy of the solicitation and all
subsequent amendments will be provided to each requester. Interested
firms should submit written requests for RS- RES-95-060. Telephone
requests will not be honored. Closing date for proposals is 30 days
