(CSTAR) 100 MW SOLAR POWER PROJECT RFP RELEASE: May 26, 1995, RESPONSES
DUE: July 21, 1995. The Corporation for Solar Technology and
Alternative Resources (CSTAR) anticipates issuing a request for
proposals to develop solar electric projects in southern Nevada as the
first phase of its efforts to assist U.S. industry in commercializing
solar electric generating technologies. CSTAR is a private, non-profit
corporation formed to pursue the commercialization of solar
technologies. CSTAR will be offering financing, land and site
preparation, and marketing assistance detailed in the RFP, to advance
solar commercial development and increase solar industrial activity in
the southwest, starting in southern Nevada. The solicitation is open
to all U.S. solar energy companies and technologies, including but not
limited to photovoltaics, solar thermal dish-engine systems, solar
thermal trough systems, and solar power tower systems and hybrid
fossil/solar systems. Overall project and delivered energy costs will
be important factors. Other criteria such as local economic development
and commercialization potential, the willingness of proposers to offer
guarantees or backing for their technologies and projects, and other
factors consistent with its overall mission will also be important
evaluation factors, that will be fully explained in the RFP. Project
locations will be limited to southern Nevada for Phase 1 of the
project, with 4 potential sites and their infrastructure identified in
the RFP. Alternative sites in southern Nevada will be considered if
proposed. The timing of construction and power delivery, and the nature
of the power delivered (seasonal and daily variation, dispatchability,
and other factors) will be considered, but the solicitation will offer
broad opportunities for technologies with different operating
characteristics to proposers. Proposals not accepted for Phase 1
development will be considered at a later date. All interested
companies are encouraged to submit proposals in order to assist CSTAR
in developing a portfolio of project opportunities for future
development. The Phase 1 RFP is expected to be released on or about May
26 with a proposal due date of August 20, 1995. Requests for the RFP
