ASC/PKWRM to purchase for the Air Force Institute of Technology/ENY a
research program involving analytical modeling for the cracked aircraft
structure after repairing with a patch. Monthly written progress
reports and monthly oral presentations will be required. Education
background of Awardee shall be a PhD in Aerospace Engineering,
Mechanical Engineering or Engineering Mechanics with courses and
dissertation in the areas of Solid Mechanics involving disciplines of
Fracture Mechanics, Fatigue, Composite Material, Structure and
Materials. The quality of the research conducted shall be sufficient
for publication in an appropriate archival, refereed professional
journal. An Ombudsman has been established for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposed
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman, Colonel Robert C.
