Drewes. Lockheed Idaho Technologies Company (LITCO), a Management and
Operating Contractor for the Department of Energy (DOE) at the Idaho
National Engineering Laboratory (INEL), is seeking the services of an
analytical laboratory with extensive experience in environmental
analytical services needed to provide support for organics analysis of
water, soil, sludge, and multiphase waste samples collected from the
Idaho National Engineering Laboratory at Idaho Falls, Idaho. Most of
the samples will be collected and analyzed to demonstrate compliance
with the Resource Conservation and Recovery Act (RCRA), Comprehensive
Environmental Response Compensation and Liability Act (CERCLA),
Superfund Amendments and Reauthorization Act (SARA), Clean Water Act
(CWA), Safe Drinking Water Act (SDWA), and the INEL Federal Facility
Agreement/Consent Order (FFA/CO). The analytical services required will
typically be selected from, but will not be limited to, the methods
listed in ``Test Methods for Evaluation Solid Waste Physical/Chemical
Methods'' USEPA SW-846, 3rd Edition, and Proposed Updates), the USEPA
Contract Laboratory Program Statement of Work for Organics Analysis
multi-media, multi-concentration (OLM01.9 and future revisions), the
USEPA contract Laboratory Program Statement of Work Dioxin Analysis
Multi-Media Multi-Concentration, ``Methods for the Determination of
Organic Compounds in Drinking Water'' USEPA EMSL-Cincinnati
(EPA-600/4-88/039), the methods found in 40 CFR Part 136, and the INEL
Sample Management Office Statement of Work for Organics Analysis which
specifies requirements for the analysis of RCRA (40 CFR Part 264)
Appendix IX Constituents. Multiple Master Subcontracts will be
established for 36 months from subcontract award with two option years,
under which individual task orders will be issued. Firms responding to
this notice shall provide written notification within ten calendar
days of this synopsis publication, responses must provide detailed
information on the following go, no-go criteria: The laboratory must
hold (and agree to maintain for the term of the contract) a current
Nuclear Regulatory Commission or Agreement State license to receive
samples containing the radionuclides present at the INEL. Expressions
of interest must provide proof of the first of these criteria in the
form of a copy of the NRC or Agreement State license. Written responses
