and Consumer Service (FCS) of the U.S. Department of Agriculture is
planning a study to update our knowledge of the Food Stamp Program
(FSP) participation dynamics. The sharp increase in participation
levels and rates raises the possibility that participation dynamics are
significantly different today than they were in the mid-eighties, when
the most recent analysis was performed. High participation levels also
make it imperative that we understand the differences between persons
who leave the FSP and those who remain of assistance. This study will
analyze FSP participation patterns to provide useful descriptive data
and will address changes in dynamics since the mid-eighties. If you
believe you have the requisite knowledge to perform the above duties,
please send a written request for the RFP to the address in item 7. The
RFP will be issued on or about June 12, 1995. Proposals will be due on
or about July 12, 1995. Four (4) self-addressed mailing labels must be
included with your request. A Cost-Plus-Fixed-Fee type of contract is
anticipated. Telephone inquiries and requests will not be honored.
