P.E., (412)644-4170. 1. CONTRACT INFORMATION: The U.S. Army Corps of
Engineers, Pittsburgh District, will require an Indefinite Delivery,
Firm-Fixed Price, Architect-Engineer Contract for Planning Services and
Related Responsibilities. Primary services to be provided include
investigations and the preparation of reports for a variety of
activities pertaining to navigation, flood control, water quality,
water supply, waste water treatment, recreation, acid mine drainage
abatement, water resource planning in general, as well as other Corps
of Engineers planning responsibilities including, but not limited to,
flood insurance related studies and cultural resources investigations.
The location of services may be required anywhere within the
boundaries or assignments of the Pittsburgh District. The contract
amount will not exceed $750,000 per annum and individual work orders
not to exceed $150,000 which will be issued intermittently as needed
for the duration of the contract. The contract will be in effect for
one year with an option year to be exercised at the discretion of the
government. Pursuant to the Small Business Competitiveness
Demonstration Program established by PL 100-656, ''Business Opportunity
Development Reform Act of 1988'', this procurement will be unrestricted
and any resulting award will be made pursuant to the above program. If
a large business is selected for this contract, it must comply with
FAR 52.219-9 regarding the requirement for a subcontracting plan on
that part of the work it plans to subcontract. The plan is not required
with this submittal. 2. PROJECT INFORMATION: The A-E contractor will be
required to provide the appropriate personnel, materials and equipment
necessary to perform items of work to be accomplished which will
relate principally to reconnaissance investigations, preliminary design
and/or evaluating the environmental, social, and economic impacts of
recommended and alternative actions. Environmental studies will be
accomplished in sufficient detail to support a decision on whether the
preparation of an environmental impact statement is warranted. Items
of work will consist, in general, of initial review of problem areas,
the gathering of required data, necessary coordination, and the
development, writing, incorporating of comments, and the reproduction
of reports, or portions of reports, as identified by individual work
orders. Desk-top computer graphics, publishing, CADD/GIS
micro-stations, and PC support capabilities are required for data and
information management and rapid response products. Principal fields of
expertise include but are not limited to (1) basic engineering; (2)
hydrology and hydraulics; (3) sociology, economics and demographics;
(4) biology, chemistry, ecology, environmental and cultural resource
studies; (5) landscape architecture and recreation resource planning.
3. SELECTION CRITERIA: See Note 24 for general selection process. The
selection criteria in descending order of importance: A. Professional
qualifications: education, training and experience of key management
and technical personnel necessary for satisfactory performance of the
required services. B. Specialized experience and technical competence
of the firm in the type of work required. C. Capacity to accomplish the
work in the required time limits. D. Past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules with respect to performance on Department of
Defense contracts. E. Adequacy and qualifications of any required
subcontractors. 4. SUBMISSION REQUIREMENTS: A-E firms which satisfy the
requirements of this announceemnt are invited to submit a current
completed Standard Form 255, ''Architect-Engineer and Related Services
Questionnaire for Specific Project'' and supplemental data documenting
the required specialized qualifications. All responding firms which do
not have current (within the past 12 months) SF 254 on file with this
office must also furnish a completed SF 254. SF 254s and SF 255s were
revised (Revision 11-92) by Federal Acquisition Circular 90-16,
effective 19 February 1993. The previous Revision 10-83 of these forms
is obsolete and will not be used. Only the 11-92 edition of these
forms will be accepted. Interested firms shall provide submittals to
the above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday or Federal holiday, the deadline is the close of business of the
next business day. Submittals after this date and time will not be
considered for selection. No other general notifications to firms under
consideration for this project will be made and no further action is
