J -- SPECIAL STUDIES AND ANALYSIS OF THE GEODSS TELESCOPE/MOUNT GROUP IN SUPPORT OF THE SURVEILLANCE AND CONTROL SYSTEMS PROGRAM OFFICE POC Capt Neal Miller, Point of Contact, 617-271-5014; James McKenna, Contracting Officer, 617-377-7241. The Government intends to award a contract to Contraves Inc., to perform a study on the Ground-based Electro-Optical Deep Space Surveillance (GEODSS) Telescope/Mount Groups at all locations, to detrmine condition and provide details on the scope of the effort required to: (1) return the telescope/mount groups to like new condition (2) replace the ModularPrecision Angular Control System (MPACS) and (3) convert an auxiliary mount to a main mount. Contraves, Inc., acting as a subcontractor, developed, manufactured, and delivered the telescopes, mounts, and MPACS, as part of the original GEODSS development contract F19628-78-C-0093 and possesses the expertise and documentation on the current telescope/mount group and MPACS configurations. It is the Government's position that Contraves Inc. has the requisite management expertise, experiences, and resources to accomplish this effort within the current chedule and budget constraints. Statutory authority for this award is 10 U)S)C. 2304 (c) (1) as implemented by FAR 6.302-1 - ''Only One Responsible Source.'' However, if your firm believes it could accomplish this effort within the current schedule and budget constraints, submit a qualification package not to exceed 10 pages, explaining your capabilities within 15 days of publication of this notice. The Government anticipates award of this contract on or about 30 June 95. (0144)
